I have 4 apple devices. All back up to Cloud. Now I'm receiving a message about running out of iCloud backup. Can I turn off the backup on 2 devices without it affecting others?

I have 2iphones, 11 and 8, an iPad and a Mac. I selected backup to iCloud on all. Recently I received a message stating I am running low on iCloud backup, asking to pay more for more storage. I rarely use the iPhone 8 and don't take photos on the iPad. Mostly I use the 11 and work on the Mac. Can I turn off Cloud storage on the iPad and iPhone 8 without it affecting the others?

You can turn off iCloud Backup on one device and it won't affect any other devices.

To delete the backup and regain the iCloud storage space, go to Settings > [username] > iCloud > Manage Account Storage > Backups > [device name] > Delete Backup.
