Apple Notes

I went to access my Notes on my iPhone 13, that is running iOS 17.2.1 and discovered all of my folders in the Notes App have disappeared, no Folders no Notes and I had back-up to iCloud on for this App.I turned-off and turned-on my iPhone and still nothing. I went to my Mac Book Pro running Ventura 13.6.3, and same thing, ALL Folders and Notes within the Folders are gone. It's as if I never used the App. I had a lot of Folders with important information. How can I recover from iCloud?

I had at least 5 different Apple Advisors over the past 2 weeks attempted to recover all folders and their contents from my Notes App that disappeared and none succeeded. In the process, one of the Apple Advisors attempted migration and several of my Apps and functions had to be reconfigured, most importantly Adobe Lightroom has become completely inoperable and they refuse to fix the damage they did.

I am having the same issue... my icloud folder has just disappeared from my Notes after the 17.2.1 update
