No iCloud Mail inside iCloud menu

I have a new Apple ID which I am using on a refurbished iPhone8 with iOS 16.7.4. I wanted to create a new @icloud.com email Id for this Apple ID and use it as a primary email. However, I can’t see the menu item ‘iCloud mail’ inside ‘Settings-> [Name] -> iCloud’. If I login into iCloud on web using safari then I see the message that ‘iCloud mail is not available for this account’. Looking for help to fix this issue.

Adding new iCloud e-mail address I tried to add one new iCloud e-mail address but it doesn't show up when I open Mail.

iCloud email address is gone from Mail application Mac Hello, It's the second time in a week that the email address of my iCloud account has disappeared.
