I had the same problem (flickering screen when deleting mail in Gmail running on Safari) on my MacAir. I checked software updates and found I'd missed the latest one, Sonoma 14.4
I installed it, and the problem was gone.
Go to the Apple symbol in the upper left of the screen.
Select "System Settings" on the pop down screen below the Apple symbol.
Select "General" on the right side of screen.
Select "Software Update".
If your computer is not up-to-date, run the update.
Once your computer has restarted, open Gmail in Safari. This solved my problem.

Same issue. I installed Sonoma 14.4.1 and reboot solved the issue. Hasn't recurred (yet).

So I just finished updating to Sonoma 14.4.1....and the problem immediately is completely gone. I am very glad, this has been VERY irritating.
My computer is an M2 15" Macbook Air.

If you are determined to use Safari.app you can try launching the app holding the Shift key down and compare your results.
To trouble shoot further you can:
—A SafeBoot Use safe mode on your Mac - Apple Support will sort many anomalies
Does a quick disk repair before it fully boots up, and certain system caches get cleared and rebuilt, third party system modifications and system accelerations are disabled.
Login and test. Reboot as normal and test. Caches get rebuilt automatically.
This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.
—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support
This will tell you if it a universal issue or isolated to your user/admin account.
unplug all third party peripherals when testing
Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus
all known to cause issues on the macOS
I experience the same issue, albeit intermittently. The workaround I found is to toggle the display density in settings. Click the gear icon and change the density option to compact or comfortable. It seems to cause a refresh and the flickering goes away for a while.

And another bit of debug detail:
If you move your mouse over the subject section of the list, then use the keyboard shortcuts to navigate it and select, the flicker does not happen. It only happens if your pointer is over the 'select' box, the 'star' or the 'important' icons. How odd.
Gmail flickers for me on Safari only when I try to select emails to delete from my inbox. Safari handles on selection, but then starts flickering hard as I try to select others. Can't even see what I'm doing.
One more detail: it only happens to me if I select items below the first item in the list. Selecting the first item in the list does not cause the flicker.
Yup. First selection, no flicker, no matter where on the list it is. Second selection, flicker starts.
Would you mind sharing with me what keyboard shortcut is for selecting safari emails?
