When attempting to switch on photos to synch with icloud. I am asked for my user password. Then I get a screen that says to open photos. After opening photos I again attempt to switch on Synch this Mac and it is back to enter my password, open photos (already open). This cycle continues. Have restarted and signed in to icloud. other computer synchs just fine.

Found it. For some reason the photo library had not been selected as the "System Photo Library". After clicking the button labeled "use as System Photo Library" found in Photos ⇒ Settings ⇒ General I was able to activate Synch with icloud.
