photo syncing won't turn back on

iCloud photo syncing is off on my Mac, and won't turn on. In more detail: In the iCloud settings panel, under "Apps Using iCloud", next to Photos I see "Off". If I click that, I get a dialog with a switch in the off position labeled Sync this Mac, and a Done button. If I click the switch, I get a request for my password. Upon entering my user password and clicking OK, I'm back at the "Sync this Mac" switch, still in the Off position.

Background: Photos wouldn't open my library, so I turned off iCloud syncing, deleted the library, started up Photos and had it create a new library, and then tried to turn iCloud syncing back on.

Running Ventura.

MacBook Pro 15″, macOS 13.6

Opening Photos with the option key showed one library that was in a different account that had been running under Sonoma. I suspect that's why I got a message about a library that requires upgrading. I nuked that library and designated a new system library, and now things are working. 😀

I wonder if there is more than one Library? If you open Photos on your Mac and look at the settings, is your current Library assigned as your System Library?

My "Use as System Library" is grayed out, because it is already designated the System Library. If yours is not grayed out, then another Library is the System Library. You can look at all your Libraries if you close Photos and option-click the Photos icon.

I notice that my Last Opened Library is not my System Library

iCloud only uses the System Library, so this option would not be available.

I looked at Console while attempting to turn on syncing, and saw this:

That second one seems particularly weird. Why would it say that a newly-created library needs upgrading?
