can I biuy again a photo album that I made long time ago?

Unfortunately, no unless you have a PDF file of the book made at the time you created it.
Apple is no longer offering photo books but there are a couple of former supplier to Apple that are, Mimeo Photos and PrestoPhotos. They have apps that you can download and use from within a Photos library.
So if you still have the photos you used to create the book with you can recreate the book with one of the apps I mentioned above.
Hint: if you recreate the book or make a new one save a PDF file of the book for easy ordering later on.
