Sorry, but there is nothing you can do without the original owners Apple ID and Password. Either the person who sold it to you did not erase the device first or it was a stolen watch. This is Apple theft prevention to prevent any device from being able to be used unless it has been erased first by the original owner. There is no value to it without the original owners Apple ID and Password.
