No. If they were not the original owner, they likely were a thief that either found or stole this Watch and decided to sell it. Apple doesn't make the information of device's owners public for privacy reasons. You are best advised to return the Watch and get a refund if possible.

Hello~ Can’t be done. I would suggest return to the person you bought it from for a refund or turn it in to local law enforcement. Remember …there’s a distinct possibility the original owner can see exactly where that watch is and that keeping in your possession could be a safety issue. It also may be stolen property.

No. Return it to the seller and get your money back. If you can't do that, turn it over to the police and give them all the information you have on the seller.
