Unlocking IPad without ID and password

Hi everyone, my young daughter has received an apple ipad at xmas from her grandparents but it was given to them as a family member unfortunately had passed away, The issue is we don’t have the Apple ID and password to unlock the ipad. We are just wondering if Apple could unlock it without the information? Even if we have to pay I’d rather do that than deem it being useless as it seems a waste.
