Photos not loading showing a circle and go blurry then correct after 10-15 seconds

My iphone 13 pro max has plenty of storage on it as well as icloud.

I go to open a picture and it will be blurry and not clear up. Sometimes I have to shut everything down then go back in and it works.

I will go to send a picture and it will show a circle in the middle and not send. Or it will do the loading and then fail to load notification. It is very frustrating. It has been going on for about a month.
