"Content & Privacy Restrictions" Screen Time setting is grayed out (disabled)

From my iPhone (current iOS; 17.2.1) I'm trying to update my son's Content & Privacy Restrictions. Initially, I blocked all websites except for those specifically allowed. His devices are all up-to-date.


The setting has been disabled for a while (an issue reported in other threads ~5-6 years ago without a resolution that I can find).


How do I re-enable it?

  • It doesn't prompt for the passcode (which IS set),
  • I am properly set up as a parent to manage this account and settings, and
  • This has worked fine in the past.


ALSO: From my MacBook Pro (running current Mac OS 14.2.1), when I try to manage the settings there it says he has "Unrestricted Access" next to "Access to Web Content." When I change it to "Allowed Websites Only" there, it instantly reverts to Unrestricted Access.
