I've followed the instructions to add a payment method and I still cannot add my personal PayPal account to my Apple ID

Somehow, when I set up Family Sharing on my iPhone, my daughter's email address and PayPal account became the primary payment option for purchases made at the App Store. She is being charged for purchases I make using my phone. I have tried to delete her account, and I've tried to add my PayPal account. When I try to do either, I get the following error message: MZFinance.FamilyNonHoH.CannotAddPayment... I cannot read the entire error message because it exceeds the width of my phone.
