Permission denied for SQLEXPRADV_x64_ENU.exe on MacBook air Apple M2

I am trying to install SQL 2014 as it is the only version I need to complete a course and It downloaded it to my downloads folder but when I double click to execute and actually install the program it does nothing. I open terminal and drop the file there and it says "permission denied"

How can I install that software?

You sure you have the right version? I ask as exe files are usually Windows applications.

The website where I downloaded the file does mention windows. Not very tech savvy here. I assumed I could also open the file on Mac as the website does not have a link to download the file on Mac.
