AssistiveTouch is totally blocking my ability to download new apps on my iPhone 12. I never had any trouble with Face ID doing everything I wanted to do assisted touches totally coming up my phone functions. I want to delete it ASAP.

You might want to try turning AssistiveTouch off where you turned it on
Go to Settings 
> Accessibility > Touch > AssistiveTouch.
Else:
Tip: To turn AssistiveTouch on or off quickly, you can set up Accessibility Shortcut, then triple-click a button.
