Why is neither my series 7 or series 8 Apple Watch accurately tracking stairs climbed?

I am doing steep steps at a friends house, and it is not registering any flights climbed. My iPhone 15 Pro Max and both watches are all up-to-date and I have followed the online support suggestions like closing all apps on the phone, turning off the phone and watch, restarting phone first, then watch, and ensuring all appropriate permissions are enabled.
