Watch is locked and the message saying unlock your iPhone to unlock the watch. But after restoring my phone , watch was not able to pair the same restored phone

Activation Lock is an anti-theft feature that cannot be bypassed. Only the original owner can remove the lock by using the Apple ID & password. If you are the original owner of the Apple Watch, then you should enter your Apple ID and Password that was used with the Apple Watch. Once the Activation Lock has been removed, then you will have to 👉 Unpair and erase your Apple Watch - Apple Support

I am not able to unlock my watch . The message I get is 'Device locked. Unlock iphone to start using Apple watch'
However when I go to my apple watch app on iPhone, it doesnt show any watch that are paired with my iphone. Th restoring removed my paired watch from the app too.
I restored my iPhone since I forgot my password. But after restoring my iPhone , not able to unlock my Apple Watch
