How do i unlock a child’s account iphone

.It’s been programmed as a child account thats had its apple account deleted. Therefore its Apple ID - Password combination are useless.

The start screen says “Locked to the Owner”. No way to get around it. Connecting to a Mac and resetting does not remove this
