My apps are getting snatched

The apps i am downloading are getting stolen when i click on the get button the screen gets dark and then says i need to ask permission i don't have ask to buy enabled for my account

It requires me to ask a stranger but i don't talk to strangers

iPhone 8, iOS 16

How to turn on or turn off Ask to Buy

Open the Settings app.
Tap your name.
Tap Family Sharing.
Tap your family member's name, then tap Ask to Buy. In iOS 15 or earlier, tap Ask to Buy, then tap your family member's name.
Turn Require Purchase Approval on or off.

Approve what kids buy with Ask to Buy - Apple Support (IN)
