I would suggest doing a force restart of the iPad. I’m to sure what iPad you have, but if it has a home button, you can press and hold the power button and the home button until you see the Apple Logo on the screen.
If you do not have a home button:
If you see the screen with the slider to power off, ignore that and continue to hold the button(s) until you see the Apple Logo. Once you see the Apple Logo then you can release the button(s) and allow the iPad to continue booting normally. Once the iPad is logged back in you can check to see if this made a difference for you.

The same issue still occurs even when I have used the Apple ID to set a new PIN. What I did was connect my iPad to a Bluetooth keyboard, and type the new PIN in using this method. Hope this helps anybody!

I have the same problem! I also tried force restarting but it didn't work.
What worked for me was deleting the Screen Timer PIN with the Apple ID and then setting a new PIN.
It's ridiculous how many bugs... Apple should be ashamed. Every turn in this apple ecosystem I encounter bugs.
It's embarrassing really.
