Problem with the right adapter for transferring photos from IPhone 15 to an older Dell PC. Purchased USB-C to USB Adapter but connector doesn't fit in any of the PC portals. Any advice will be appreciated..is my PC too old?

You would need to tell us what ports the PC has.
And probably what cable you bought exactly.
If you purchased the wrong cable, then look at ports on your computer and see exactly what ports it has and buy a cable that has those connections.
The iPhone 15 has a USB-C Port. The other side of the cable is entirely dependent on your PC.

I'd find it hard to believe your PC has USB-Mini ports. Can you take a picture of your DELL PC's ports?
Also, does the one end on the new cable not look like the old cable with the lightning conector.
They should exactly the same.
Once again, if the issue is between the new cable and your PC, then verify what you are trying to plug it into.
USB ports have not changed in 30 years, they are still the same rectangular port shape.
Some cables may be tighter than others though.
I would just verify the port, and make sure the USB side is correctly oriented. USB only connects one way. If its flipped it won't go in.
I purchased an Apple USB-c to USB adapter. My Iphone 15 connects easily with the smallest end of the adapter, but the other end is way to large to be placed into any portal on my Dell Computer. I was able to download pictures from my Iphone 13 to my PC prior to purchasing the new phone....cable used previously didn't fit into new telephone. Appreciate your patience with me as I am not technicall savvy and have no younger individual to ask for help.
You can add pictures to your posts in the forum, by using the image icon at the bottom of the reply box.
USB 2.0 used the standard rectangular USB-A connector. It would not use a mini or other type of plug.
Compare the cable and the 1GB mini and you'll see they are identical connectors.

I have a 1 GB Mini (USB 2.0) that fits into the portals on my computer. Are you receptive to receiving pictures via text message of the adapter I've bought along with the portals on my PC?
