Why do I have to go in to Settings/Hotspot every time I want to use it?

Currently running an iphone 15 pro but had the same behavior on my 12 and maybe the one before that. This is mostly an issue with the iPad mini mounted in my car but I also have an iPad Pro and a MBP and they all have the same issue. I have the devices set up to connect to my hotspot automatically, and it will maybe one time in 10. The rest of the time I have go in to the settings on the phone and in to the Personal Hotspot screen. I don't have to click anything just open the page and most of the time the iPad will connect. Every so often that doesnt even work and I have to go in to the iPads setting and manually connect.

I am 90% sure this is an issue with the phone and not the iPad. If I don't go to the Settings/Personal hotspot page it wont even show up as an option for anyone to connect to via wi-fi. I have "Reset All Network Settings" multiple times to no avail. I'm with Verizon if that is a factor.

Like I said, this issue has followed me across devices. I guess I'm just wondering if anyone else has seen the same thing or if there is a bug report on the same issue.
