Ask to buy is showing up on wrong device

Every time might one of my daughters ask to buy some thing it is going on my iPad versus my iPhone or my husband’s iPhone. This has been happening for the last 6 to 8 months. I’ve done everything on the forums and there’s still no changes.

ask to buy requests not received from a child device My child account is configured for me to approve all "ask to buy" requests. It all worked nice till today, when I do not receive any request from my child iPad. I still receive requests from my child iPhone. On the iPad, all the usual prompts appear, up to the point where parent permission is asked. Neither on my iPhone or my macbook I see those requests. I tried logging in/out from the apple ID on the child iPad. I tried restarting the child iPad. I tried logging in/out from the apple ID on my iPhone and macbook. I tried restarting my iPhone. Nothing. No notification on my iPhone / macbook for my child request from the iPad. All devices on the latest iOS or macOS. I looked at the article If Ask to Buy isn't working - Apple Support but it does not help. What else can can I try?
