Okay. This goes different ways: deleting the whole Apple ID is what you seem to be asking for, or deleting the free-tier or paid-tier developer enrollment.
I’d first confirm you are currently enrolled in the developer program by logging into the Account portal here:
If you can’t log into the developer portal, then you’re not enrolled in the developer program, so there’s nothing to delete.
… If you do want to delete your Apple ID, I’d suggest deactivation first and only then maybe deletion once you’re sure everything associated with it has been migrated (that can be migrated) and I’d wait months or a year before the deletion.
How to:
Deactivate your Apple ID (can be rescinded and reactivated).
Delete your Apple ID (and deletes all associated data and subscriptions and media permanently).
For a free-tier or paid-tier enrollment that you are unwilling to allow to lapse, you’re going to need to discuss that with Apple Developer Support. There’s a support link here: Support - Apple Developer
Account deletion or account unenrollment deletes anything in the app stores, too.

If you aren’t interested in joining that team, don’t respond to that request.
If those invites persist, contact Apple Developer Support and inform them.
You can certainly remove yourself from the developer program, but there seems no need to do that.
