My iPhone stolen and the location is turned off. How can I locate the iPhone?

Another of my iPhone was stolen and the location is off. How can I locate the iPhone? No active sim card and only uses public Wi-Fi. However the active phone number attached to the missing iPhone and I am currently using the number on a different iPhone is ****. How can I track the missing iPhone ?
