Dragging Apps to Applications folder?

Intel based MBP running Mac OS 13.6.3. Trying to update an Application that previously could be drug directly into the Applications folder but cannot do that now. I discovered that I can drag the App into a single users Applications folder but not into the system wide Applications folder. The App in question runs fine when installed into the single users Applications folder and shows to be OS Ventura compatible.

Normally in your operating system's Applications folder, only one folder will be displayed. You should be able to drag a downloaded app into it. When you look at Disk Utility, it shows (depending on how they are named) Mac HD and a second Mac HD - Data. The first folder there is where the Mac's OS resides, along with those Mac apps which are installed with it. This disk is write protected and cannot be changed. The second drive is technically where your apps are installed and other files are stored and obviously can be changed. It sounds like you are trying to do something else in a different location and it's not working.
