billing problem with previous purchase iphone

Every time i try to download or update something this problem keeps appearing

i have changed the payment method and still doesn’t work (declined) every time.

Billing Problems so i need to update some apps on my iPhone and anytime i try doing that, this message pops up... "There is a billing problem with a previous purchase. tap continue and sign in to view billing information". i follow the message and put in my password and my card details. Then another message highlighted in red saying "This payment method has already been added to your account". but still not able to update my apps...i need help please.
