How to reactivate and reset an iPad?

I am trying to reactivate and reset an iPad that belonged to one of my children for another. The original Apple ID is not working to activate and reset the device. I have tried all the original IDs and passwords and nothing is working. What am I doing wrong? How do I reset this device?
