How to factory reset iPad Mini if Apple ID password is lost and cannot be retrieved?

Gave my mother an iPad Mini a year ago and she recently upgraded her phone to a iPhone 15 pro without my consultation and the Verizon agent made her a new Apple ID and password. We want to use the new ID with her old devices, but can't seem to retrieve her old passwords to change to her new ID. Is there a way to factory reset and erase her old ID from the Mini?
