I have updated the software on the iMac and iPhone, I am using a thunderbolt cable from the iMac to iPhone, using the same iCloud ID on both devices. Any help would be greatly appreciated.

Other users, including myself, have the same problem with a Mac. This seems to be a bug in macOS or iOS. We are waiting for an update to fix it.
One solution, once the synchronization is blocked, is to unplug the iPhone and reconnect it.
Another solution is to force the MDCrashReportTool process to quit. On the Mac, once the synchronization is blocked, open the Activity Monitor (in the Applications > Utilities folder). In the list of processes, double-click on the MDCrashReportTool process, click Exit and then "Force to Exit".
I get that frequently. What I do to bypass the bottleneck is to click on "Skip Backup", enter my passcode on my iPhone and then clic on the Skip Backup button again several times. That usually jumps be to Step 4 or 5 depending on if I'm adding files or just deleting.
Another suggested solution is to turn off "Allow Others to Join" in Settings > Cellular > Personal Hotspot and to turn it back on.
I just tried it on an iPhone and a Mac and it's working.
