Can I manually offload photos and videos from my device?

I have the Optimize Storage option turned on for iCloud Photos. I understand it leaves a low res copy on my device while the original is stored in iCloud. I understand that certain activities like editing or sharing an optimized copy will download the full res version back onto my device. Is there a way to manually offload photos and videos so I only have the low res versions on my device?
