I have an old Photos Library with pictures from my previous mac which had hard drive failure. The library was recovered in the format shown in the image. My current Mac has its own Photo Library? Is there a solution to combine these?

Open both in turn. That will mean they re both upgraded to the same version of Photos:
Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at each library in turn.
Next step depends on what version of Photos you have. If you have the current version then you can import from one Library to the other:
File -> Import
If not then you can merge libraries with PowerPhotos:
Importing from the library will only import the Media (but with the edited versions stacked with the original, so you can revert adjustments), however the albums and folders and keywords will not be imported. Photos will ensure that no duplicates will be imported.
For a full merging of the two libraries it would merge the structure as well, also the named faces, if you merged your libraries in iCloud. if you are already using iCloud Photos you could simply make your old, recovered Photos Library your iCloud Photos Library, let iCloud upload it and merge it into your existing library.The merged library will sync back to the currently used library. The only drawback is, that this will take a very long time, if your libraries are large.
If you are not using iCloud Photos, but own a licence for PowerPhotos, merging with PowerPhotos will be the best option to merge the libraries and preserve your albums and folders. The current version of Power Photos can even merge the libraries, if they are syncing with iCloud Photos.
