Note that iMessages and SMS/MMS messages are different things.

• iMessage are for sending messages between Apple devices. They go over the Internet, although I believe there may be occasions on which iPhones send SMS messages as part of setting up iMessage service.
• SMS/MMS messages are a cell phone thing. These messages require text message service (and, in the case of MMS messages, cellular data).

Your Mac is not a cell phone, and cannot send or receive SMS/MMS messages without the aid of a working iPhone (as noted in the first Support article).

Which laptop model do you have? Mac or Windows PC?

NOTE: You will still need a working iPhone to approve the laptop to be able to use iMessages on it.
