Can I turn off IMessage and have every text send as a text?

Yes, go to Settings/Messages and turn off iMessage. If you never plan to use iMessage for either incoming or outgoing texts sign out of it completely: Go to Settings/Messages, tap on Send & Receive, then your Apple ID, and sign out.
