Fortunately a device being too cold is not as catastrophic as a device being too hot. That being said, extreme cold would likely cause your device to shutdown similar to if it were too hot.

Touchscreen will stop working correctly
This will stop and go back to normal in warmer temperatures.
My iPad Pro gives a low temp warning and stops charging when ambient temp is above 32f but below 45f. While my iPhone 13 mini charges just fine plugged in right beside it. The iPhone is in a case however.
