Quick Start isn't working. The first try failed, I tried to start again, and my new Ipad is stuck on the Quick Start screen -- it's looking for the "nearby devices" and not finding anything despite my old ipad being right there, and wifi and bluetooth on.

It is possible that it found some other device, like your iPhone instead of your old iPad. If that is true, you could try setting up from your iPhone or shut down your iPhone until you have finished setting up your new iPad.
It’s very frustrating that this feature doesn’t work. Or almost seems like an intentional bug to get people to buy iCloud storage for backups.
We have exactly the same problem - bluetooth and wifi both connected but the new iPad won't connect to the old one. Tried turning it all off and on again, several times.
have also tried to do the 'without a device' option which doesn't work either.
The instructions are not clear about which password / email/Apple ID is needed.
