network carrier knows if find my device is on

Hi,

I recently returned my iPhone 15 to the carrier as it arrived with the box open.

When I was arranging to return the device; the guy on the phone knew that I hadn't turned 'Find My' device off when they asked me to.

How is it possible for the network carrier to know if 'Find My' device is on or off?

iPhone stolen and disabled by carrier but still shows up in Find My Someone that shares my Verizon account had her iPhone stolen. We had Verizon suspend the line. Yet Find My still shows the person at her home. How is that possible? She has a Mac but it doesn't have GPS in it.
