iPhone 14 missing “add calendar” button

that happens, when you sync gmail calendars

go to settings, calendar, accounts

disable the calendar sync in your both gmail accounts

the button will appear, use it to create a new calendar

switch on sync again for your gmail accounts

I have a Gmail account on my iPhone and have no difficulty adding calendars. So, I don't think that's the answer.
