forgotten recovery key

I have forgotten my recovery key which I created and it is with icloud photo, after resetting the device unable to synchronising with icloud. Note: I remember the id and password.

You need the Recovery Key. If you can log in to the phone you can create a new one→Generate a recovery key after you update to two-factor authentication - Apple Support


Note that you were warned when you created it that you were totally responsible for writing it down and keeping it safe. Without it you can be permanently locked out of your account. Once you create a recovery key Apple can no longer help you get into your account if you lose access.
