Keep getting Activation Required message iPhone 14

Every time (Every Day) I drive thru downtown Atlanta I get the Activation Required message and the phone locks up. Once I get thru Atlanta it unlocks and resumes normal operation. This also happened to my wife's iPhone 14 Pro a couple of days ago when she drove thru ATL. It's recently started happening at random times, not just when driving thru ATL.

Activation required I’m getting a message that pops up on my iPhone 14 Pro saying “Activation Required”. It then needs a network to proceed to complete installation. This phone has been updated weeks ago to the latest iOS 17.0.3 weeks ago. Why is activation constantly coming to my phone?
