Don't Auto-Download Apps to iPad

When I install apps on my iphone, I don't want them to auto-install on my ipad that is singed into the same Apple ID. Previously, I could disable auto-download in Settings > App Store / iTunes. But that setting is no longer there. What's the right way to keep this from happening in the more recent versions of iPad OS or iOS?

iPad, iOS 8

That setting isn't there for the device I'm using.

More background: I provide tech support to HS students with our school-issued iPads. They of course supply their own Apple IDs. Only occasionally do I encounter a few students with this auto-download problem. Over the past ~ 6 months, when I see this, I'm unable to correct it, because that setting is not there for them. The only options under settings > app store > automatic downloads is "In-App Content". (My device has the App Downloads option, but theirs does not.)

Could it be that an Apple ID that is a child of Family Sharing loses this option? Is it something I can ask the parent to correct on their end?
