Copying personal music to my iPhone

I have a lot of music I own that isn't in Apple Music, that I'd like to have on my iPhone. I've found a number of posts that suggest I should be able to do this through iTunes on my PC. I can connect my iPhone to my PC and it shows up in iTunes just fine. However, when I drag an album from my Library to the iPhone icon, nothing happens. I have an iPhone XR with IOS 17.2 and a PC with Windows 11 (latest update), running version 12.13.1.3 of iTunes. Any thoughts on how I can achieve this seemingly simple task?
