I have 3000 contacts in iCloud and 4000 contacts in outlook exchange corporate email account . What is the best way to sync all my Outlook contacts to upload in iCloud. I am using an iPhone 15 pro

Actually I followed below approach
Exported exchange outlook contacts to a CSV and imported this csv to Google contacts then from there exported to v card and imported in iCloud using import from v card option . But the challenge was iphone was not giving option to detect duplicate contacts and merge it ... So I did the same practice for iCloud contacts as well .... Exported as v card then imported both outlook and iCloud contacts in Google and tried merge duplicates from Google itself ..then the new set of merged contacts i exported as v card and imported in iCloud . But there was another challenge while importing in iCloud because of huge number of contacts ...around 5000 .so that splitted in to batches and uploaded . But now I iCloud clouds are around 5000 but in device it syncs only until 3000. Have logged a case with apple as well ..... So would like to know if there is any better method for this ...
You can't use an iPhone to do that.
Unlike some Android devices, contacts are neither stored locally on an iPhone nor in SIM. They are synced to an email account that you had Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other
Try to export the contacts from google mail on a web browser. During Export select export as vCard and then
log in to https://www.icloud.com using your Apple ID credentials Tap Contacts app > Settings > Import vCard.
