Pro Feature picture in picture playing automatically

My home screen & apps do picture in picture when i open them. When i view them in the app store it says "Open" and i cant delete the app if it is picture in picture because it says it does not accept the app deletion and i try to add it to my account but then it says "iPhone Storage Full" i deleted many of things to free up space but that didn't help it still said that my storage is full and even my iPhone 3 is out of space i can't change the picture in picture settings for my apps unless i free up space
