I have previously upgraded to the MacBook Pro M3 from the 2017 MacBook Pro.
I enjoyed the touchbar and was sad to see it go with the upgrade, however, I miss the shortcut for illuminating the keyboard. Is there any possibility of creating a shortcut to illuminate the keyboard without needing to go into the settings each time?

The keyboard of the MBP should illuminate automatically when you press any key or touch the trackpad.
Keyboard illumination settings are found at System Settings > Keyboard. You can adjust the brightness and backlight settings there.
There is a toggle to turn on/off the "Adjust keyboard brightness in low light" feature, also found on the Keyboard settings page.

Is this automatic dependant on the light setting of the room i.e. sunlight or ambient light. If I was in a dark room would it illuminate?
