What size of USB drive do I need to use as an installer for 10.14 Mojave

Mojave 10.14.6 recently installed on a mid-2012 Mac Pro. I would like to set up a USB drive as an installer in the event the system fails. What is the minimum size of USB drive stick I could use for this purpose? I'm assuming here that additional (operating) space may be required beyond that taken up by the OS.

to create a bootable installer, the thumb drive needs to be 16 GB or larger. but anything larger than 16 GB is a waste of money.
