Ever since latest update on macbook - I am unable to install app as this is what keeps coming up

I have done force quit

relaunch finder - nothing is working

When I start installing an app from the App Store, it first starts normally, but even after 1-2 days it still looks like its installing. The progress bar says 175.9mb of 175.9mb is complete. I have tried to restart my mac but it doesn't let me restart because there is an app install in progress. It looks like I need to restart the mac to solve this but since it still looks like the install is in progress, it doesn't let me restart (I had this issue both while using MacOS Ventura and now Sonoma). How do I solve this? Can anyone help?

macbook air 2011 - macOS High Sierra - doesn't work anything, Hy. I have an old macbook air 2011 - with macOS High Sierra. after login with my admin account, mac does'nt work, can't open any app. It alwasys said: "can't open the app because it could be damaged or incomplete". And this happen when I try to open any app. I guess this has appened after having erasing unfortunatly something I don't know. Please help meeee thank youuu
