Installing Apps On Mac Never Finishes

Hello, I have been having this issue for some time on my Macbook (Pro, 2021, 14 inch, m1 pro chip). When I start installing an app from the App Store, it first starts normally, but even after 1-2 days it still looks like its installing. The progress bar says 175.9mb of 175.9mb is complete. I have tried to restart my mac but it doesn't let me restart because there is an app install in progress. It looks like I need to restart the mac to solve this but since it still looks like the install is in progress, it doesn't let me restart (I had this issue both while using MacOS Ventura and now Sonoma).

How do I solve this? Can anyone help?

MacBook Pro 14″, macOS 14.6

Try moving to another wifi network.

You can force a restart by holding down the Power button (usually 10+ seconds) until the screen goes dark. You may want to quit open apps and eject any external drives first. Wait a while and then restart the Mac.
