Can't Sync Contacts From MacBook Pro to iCloud

This problem is only with contacts (calendar items work fine):

I can make a contact change on my iPhone and it syncs with iCloud and then to my MBP

I can make a contact change on my iCloud account and it syncs to my iPhone and to my MBP.

I CANNOT make a contact change on my laptop and see the change on iCloud or my iPHone.

I've searched many questions here and online, but everything I've found deals with initial setup or across - the - board syncing problems, but my problem is just this one link. What should I look at to fix?
