Contacts Not Syncing on Mac

I have had my Mac for about 2 years. I have continued to have issues with my new contacts not syncing onto my Mac. iPad and iPhone there are no issues. I have logged out of iCloud on all devices. I have turned off contacts and restarted. I believe I have done any and all tips and tricks I could find on apple forums and anywhere else. I would greatly appreciate assistance in resolving as it is becoming frustrating to to continually have to airdrop or text contacts between my devices. I realize this is a first world complaint but it is frustrating.
